To get latias and latios u need 2 do pokemon league!
When u've done it, just look around in the grass anywhere for ages and it will apear!
Latias on Saphire, and Latios on Ruby!

if you want a jigglypuff first you need a pokemon thet knows surf next go to rustboro city and go up until you see a girl then go left and onto the beach then surf youll see another bit of land but thats not the one you want you should see an opening in the rocks go through and up to another bit of land go on the land there should be clumps of grass you can find jigglypuff.If you get a female and a male to breed in the day care you can get igglybuff.

OK lots of people are saying is saying "Blah blah blah I got 99 masterballs by restarting my game and talking to mon 99 times and then talking to so and so 400 times and then he gave my ALL the pokemon, THERE JUST TRYING TO MAKE YOU HAE A HARD TIME FOR ABSOLUTLY NOTHING!!

Thruths:

1. You can olny get Jirarchi from Gameshark, etc.

2.The olny way to catch Latois/Latias is by beating the pokemon leauge and then watching TV at your house, There is a 1 in 1200 chance every stime you move in grass that you will find it!! It appeers RANDOMLY! You dont have to do anything but walk around randonmly!

3. Dont start your game over for a cheat! There just giving you a hard time.

4.You cant tap anything in to get ANNYTHING

5. There is no way to get 99 masterballs exept for gameshark, and thats IT!

go to pacfidolg city and surf in the currents keep trying until you git into a area wats dark blue use dive go down as far as you can get.u will see some mark on the wall read they have a message wich has dive up from
here.you will end up into a cavern go to the very end of the cavern you will see more brail use dig infront of it.
Next you need to do somthing weird you need to put a relicanth at the front of you party pokemon and waillord at the back.that will triger the earthquake. Relicanth can be found at the front of soto pulis under water it is very hard to find it may take up to 5 or 30 minites it took me 2 becos i cort it by acserdant.wailord can ever evled at lv 40 from wailer wich is found using super rod it is also able to be found at rout 129 but your best raising wailmer because it extremley hard to cach.after you have trigerd the earth quake go to the place were the sandstorm is near mavile city (you will need the go-goggles)go down there will be a entrence to a cave go up to the brail writingfrom the end of the brail go right 2 times and down 2 timesthen youse strenth.then a entrence will open go through and regirock will be there.how to get registeel go to the root after the town were you defeat the bird gym leader you will see a pach of grass with stairs infront go up and there will be another entrance to the cavego to the middle of the cave and use fly that will open a gate presto
